Counter Air Missile Program (CAMP)-Ground Launched Counter Air (GLCA) Enterprise Test Vehicle (ETV) Solicitation Release

Purpose: The Air Force Life Cycle Management Center, Armament Directorate, Disruptive Futures Division (AFLCMC/EBZ) Counter Air Missile Program (CAMP)-Ground Launched Counter Air (GLCA) Enterprise Test Vehicle (ETV) acquisition team plans to enter one or more 10 U.S.C. 4022 Prototype Other Transaction (OT) agreements on the Armament Directorate Rapid Response Commercial Solutions Opening (CSO). This notice serves as the solicitation for the CAMP-GLCA ETV missile and associated missile Common Containerized Launcher (CCL) system. The Government is seeking proposals from prime vendors in accordance with the provided solicitation package no later than 4:00PM Central Daylight Time on 3 August 2026 . In-person oral presentations will be held during the week of 10 August 2026 . Interested vendors must notify the points of contact below of their intent to provide a proposal and participate in oral presentations by 4:00PM Central Daylight Time on 10 July 2026 . The CAMP Solicitation Document Package (which contains Controlled Unclassified Information (CUI)) will only be provided to those contractors that are registered and active in the Joint Certification Program (JCP) through the Defense Logistics Agency (DLA) or as can otherwise be verified to be capable of receiving and handling of CUI documents. Background: The Government seeks to prototype a new supersonic ground launched counter-air ETV weapon class. The focus of the effort is development of an affordable, digital, open/modular, and highly producible ground launched counter air ETV to support rapid integration and demonstration of commercial or minimally modified sub-systems and components into a new missile prototype. In response to challenges posed by escalating system complexity and prolonged time-to-field cycles, this ETV effort aims to revolutionize defense development paradigms. The imperative to address these challenges swiftly is underscored by the need for agility, efficiency, and innovation to meet evolving warfighter needs. Given completion of successful prototyping and funding, the effort could lead to a follow-on Family of Affordable Mass Missiles (FAMM)-GLCA development and production program. The Government seeks innovative solutions, strong industry partnerships, and to leverage industry expertise to manage the development and execution of solutions. This solicitation requests proposals from both prime missile vendors and prime missile launcher system vendors. CAMP Solicitation Document Package (CSDP): The CSDP consists of the solicitation with attachments and other reference documents, including documentation associated with Industry Day and the Request for Information published 8 May 2026. A majority of the documents within the CSDP contain Controlled Unclassified Information (CUI) restricted as Distribution D. To receive the CSDP, interested parties must request access via SAM.gov below in the “Attachments” section and provide a valid DD Form 2345 to Robert “Garet” Simmons at robert.simmons.37@us.af.mil, Brent Barnhill at brent.barnhill.1@us.af.mil, Susan Sparks at susan.sparks.1@us.af.mil, and Norma Taylor at norma.taylor@us.af.mil. This notice is to update FAR clauses and the attachment. There are no other changes to this notice. 1 GENERAL INFORMATION This is a combined synopsis/solicitation for commercial products prepared in accordance with the Far Part 12 as supplemented with additional information included in this notice, and in conjunction Far 8.402(f). This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation will not be issued. The National Institutes of Health (NIH), National Institute on Deafness and Other Communication Disorders (NIDCD), Intends to contract on a sole source basis with Carl Zeiss Microscopy – One North Broadway, White Plains, NY 10601 to procure a LSM 990 w/Airyscan-2 Microscope consisting of all the items per the attachment provided in this notice. The Government intends to award a Firm-Fixed-Price Purchase Order resulting from this solicitation. 2. DESCRIPTION OF REQUIREMENT 2.1 Background The NIDCD relies on high-resolution microscopy to image mouse inner ear tissues and to perform live imaging of cellular organelle development and function in zebrafish. The LSM990, equipped with the proprietary Airyscan 2 detector, provides the spatial resolution and sensitivity required to visualize subcellular structures that cannot be adequately resolved with conventional confocal microscopy. The 32-channel GaAsP detector array achieves resolution of approximately 90 nm in the lateral dimension and 200 nm in the axial dimension while simultaneously improving signal collection efficiency. The enhanced sensitivity of the Airyscan 2 detector allows imaging at lower laser powers, reducing photobleaching and phototoxicity during long-term live imaging experiments. This combination of high resolution and gentle imaging is essential for studying dynamic cellular processes in living tissues. In addition, the LSM990 offers substantial improvements in data handling compared with the older LSM780, generating raw datasets that are approximately eight-fold smaller and enabling Airyscan image processing that is up to five-fold faster. These advances improve both experimental throughput and data management for high-resolution live imaging studies. The Zeiss LSM 990 with Airyscan 2 enables gentle, high-sensitivity imaging of both live and fixed samples, including fine structures in the mouse inner ear and zebrafish lateral line. The Airyscan 2 detector array improves signal detection and spatial resolution while allowing imaging at low laser power, thereby minimizing photobleaching and phototoxicity. The Labs’ current Zeiss LSM780 confocal system is heavily used by researchers from three NIDCD laboratories and is no longer covered by a service contract, with many replacement parts no longer available. Zeiss ZEN software is user-friendly and intuitive, allowing new users to become proficient quickly. Because the LSM990 operates on the latest version of the same software platform, it will provide a seamless transition while ensuring reliable, faster, higher-quality, and more efficient image acquisition for the many NIDCD investigators who depend on this system. Overall, the Zeiss LSM 990 will provide essential imaging capabilities and meet current and future microscopy needs at NIDCD. Homeland Security Cutter - Light Icebreaker (HSC-L) Solicitation

The United States Coast Guard (USCG) is issuing Request for Proposals (RFP) No. 70Z02326R93280004 for the Homeland Security Cutter - Light Icebreaker (HSC-L) acquisition. The Government intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for the design, production, testing, delivery, and related supplies and services for HSC-L vessels in accordance with the solicitation. This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 12.102 and 6.302-1 - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive proposals. The Laboratory of Pathology provides diagnostic services for the Clinical Center at the National Institutes of Health. The department provides pathological diagnosis of specimens submitted incidental to standard care and clinical investigation of National Institutes of Health patients and submitted by outside health organizations. As a result of our clinical and research missions, pathology blocks, slides, images, and hardcopy patient reports must be stored and available indefinitely. LP must continue to store a certain portion of these patient materials offsite due to space limitations in building 10. LP currently archives 438.75 cubic feet (351 boxes) of research documents and clinical patient records; 1,670.12 cubic feet of paraffin embedded pathology tissue blocks, and stained slides dating back to the 1980’s that are still requested for recruits and reviewed by clinical and research staff. EPL Archives facilities are environmentally controlled and protected against hazards, and the company provides GLP-compliant archive services and is the only storage facility we’ve utilized for archiving and all our materials are presently located there. LP has now been relocated as of July 2015; the onsite high-density storage facility has been renovated but is inadequate space for what has been stored offsite to remedy the storage problem. It would be beneficial to keep the materials where they’re stored now unless there’s a newer facility closer to the NIH Campus to make it cost effective to move all the materials. As archived material is needed, EPL provides a one-day turnaround to provide us with our necessary reports or slides, which ensures adequate turnaround times for LP’s services provided to our NIH researchers and clinicians. In addition, LP’s material has been stored at EPL for over a decade, and it would be unfeasible to move to another facility due to the potential cost it would take to package, inventory, and transport to another facility, but we understand to find out, it must be advertised. Justification: 1. All Contractor employees who handle Material(s) shall be trained in cGMP regulations and in the specific standard operating procedures for their activities. All Contractor employees who maintain government’s Material(s) shall be trained and acknowledge compliance with the HIPAA and Privacy Act.
